The motor used in a ceiling fan is an induction motor and requires a high starting torque. The capacitor provides a phase shift between the starting and running winding of the fan which generates the starting torque needed by the motor. After the motor starts, the torque requirement is lowered and capacitor is not required then. In case a capacitor is missing from a ceiling fan, this torque may be provided by first rotating the fan manually and then switching on the fan electrically. For more details, you may study the details of the induction motor.
